Among its extensive legal powers is the power to “set the operating policy of all public schools and vocational training programs in the state,” to “supervise all schools and school officials under its jurisdiction,” and to impose “courses to be taught in all public schools in the state, degree requirements, and standards requirements for all public schools.” Section 22-2-2, letters B, C, D. To achieve these objectives, the Minister of National Education has “control, management and governance of all public schools, unless otherwise provided by law”. Section 22-2-1. These by-articles may be read in such a way as to exclude a local school district from the power to adopt an educational policy for its own school district. {68} We see two other facts before we conclude our discussion on this subject.
